| dc.description | El movimiento errático y el desempeño opacado de América Latina en el sistema internacional evoca el destino trágico de aquellos barcos que, por no tener rumbo, nunca encuentran vientos favorables. Entre las razones que explican el "bajo perfil" de América Latina nos parece atinado aludir al fracaso del espíritu integracionista. Llama la atención la ausencia de reflexiones críticas acerca de esta circunstancia externa de América Latina, en un contexto de anticuados marcos de referencia. Se analizan algunas circunstancias relacionadas con las negociaciones sobre un Nuevo Orden Económico Internacional, la “petrolización” del diálogo, las circunstancias que explicaron el triunfo del maximalismo como propuesta oficial de los países en desarrollo y las nuevas estrategias de inserción internacional que debiese adoptar América Latina. | es-ES |
| dc.description | The erratic movement and the opaque performance of Latin America in the international system evokes the tragic destiny of a ship that, because it has no course, never find favorable winds. Among the reasons that explain the "low profile" of Latin America, it seems appropriate to allude to the failure of the integrationist spirit. The absence of critical reflections about this external circumstance of Latin America, in a context of outdated frames of reference, is striking. Some circumstances related to the negotiations on a New International Economic Order, the "petrolization" of dialogue, the circumstances that explained the triumph of maximalism as an official position of the developing countries and the new strategies of international insertion that Latin America should adopt are analyzed. | en-US |
