At the end of the eighties, Latin America began a process of international reintegration as a result of a confluence of political (democratic recovery and peace processes) and economic factors (structural reforms, adjustments and trade liberalization), in a world context of recovery of growth and investment. The president of the Inter-American Development Bank, Enrique Iglesias, pointed it out very graphically at the time: "We are passing from the lost decade to the decade of hope." Twelve years later, the IDB itself warns us that the region, at the current rate of growth, contrasted with the dynamism of the world economic revolution, would need a century to reach the levels that developed nations have today. Where will they be in a century? And where will Latin America be?A finales de los ochenta, América Latina inició un proceso de reinserción internacional producto de una confluencia de factores políticos (recuperación democrática y procesos de paz) y económicos (reformas estructurales, ajustes y liberalización comercial), en un contexto mundial de recuperación del crecimiento y la inversión. El presidente del Banco Interamericano de Desarrollo, Enrique Iglesias, lo señalaba entonces muy gráficamente: "Estamos pasando de la década perdida a la década de la esperanza". Doce años después, el propio BID nos advierte que la región, al ritmo de crecimiento actual, contrastado con el dinamismo de la revolución económica mundial, necesitaría un siglo para llegar a los niveles que hoy tienen las naciones desarrolladas. ¿Dónde estarán estas en un siglo? ¿Y dónde estará América Latina?
