| dc.description | Entre las políticas energéticas ha adquirido creciente importancia la noción de “seguridad energética”, es decir, garantizar la continua disponibilidad de energía, en variadas formas y cantidades y a precios razonables. Este concepto ha evolucionado incorporando una idea más amplia de seguridad. Sin embargo, tanto a nivel de algunas economías de APEC y latinoamericano, persisten enfoques restrictivos asociados a visiones tradicionales de la seguridad nacional o, en caso contrario, a la simple desregulación de los mercados, sin llegar ninguno de ellos a una visión integral del problema. Por su parte, los criterios en APEC han orientado los esfuerzos en responder a interrupciones transitorias del suministro y proponer políticas de largo plazo. El proceso se ha reforzado por la preocupación por el tema del terrorismo. En este contexto, se hace necesario evaluar la noción de “seguridad energética” y adaptarla a las necesidades nacionales y con el tiempo a la realidad latinoamericana. | es-ES |
| dc.description | Among energy policies, the notion of "energy security" has become increasingly important, that is, guaranteeing the continuous availability of energy, in various forms and quantities and at reasonable prices. This concept has evolved incorporating a broader idea of security. However, both at the level some of the APEC and Latin American economies, restrictive approaches persist associated with traditional views of national security or, otherwise, with the simple deregulation of markets, without any of them reaching a comprehensive vision of the problem. For their part, APEC criteria have guided efforts in responding to temporary supply interruptions and proposing long-term policies. The process has been reinforced by concern about the issue of terrorism. In this context, it is necessary to evaluate the notion of "energy security" and adapt it to national needs and, over time, to the Latin American reality. | en-US |
