| dc.description | This essay starts with the observation that issues of security,safety and risk became highly controversial political topics inthe 1970s and 1980s. This is particularly true with respect toWest Germany, where one can distinguish a broad and verydiverse range of political debates concerning security andsafety “gaps” in fields like social and military security, ecology,plant safety, and, with respect to left-wing terrorism, alsodomestic security. Parallel to these political debates, a vastrange of academic and intellectual efforts evolved to conceptualisethe ongoing transformation of society and politics bythe new issues of security. They range from modernizationtheory to ideas of newly emerging risk or surveillance societies.These intellectual debates are linked to various strands ofsocial and political movements, both on the left and the right,which more often than not challenged social-democratic andreformist ideas of the Modell Deutschland with its emphasison security. Debating security and risk went hand in hand withefforts not only to shape actively but also to describe modernsocieties. | dc.description | Este ensayo comienza con la observación de que las cuestionesde seguridad y el riesgo se convirtieron en temaspolíticos muy controvertidos en los años 1970 y 1980. Estoes particularmente cierto con respecto a Alemania Occidental,donde se puede distinguir una amplia y muy diversa gamade debates políticos relativos a las “brechas” de seguridady vigilancia en campos como la seguridad social y militar, laecología, con respecto al terrorismo de izquierda y también laseguridad nacional. Paralelamente a estos debates políticos,una amplia gama de esfuerzos académicos e intelectualesevolucionó para conceptualizar la transformación de la sociedady los nuevos temas de la política y de la seguridad. Estascubrían desde la teoría de la modernización a las ideas de lassociedades de riesgo o de vigilancia, de reciente aparición.Estos debates intelectuales están vinculados a distintos aspectosde los movimientos sociales y políticos, tanto de la izquierda,como de la derecha, que a menudo no desafiaron lasideas socialdemócratas y reformistas del Modell Deutschland,con su énfasis en la seguridad. Los debates sobre la seguridady el riesgo iban de la mano con los esfuerzos para dar formaactiva y describir las sociedades modernas.
