El siglo XX daba apertura, extensión y profundidad a una nuevarealidad internacional, las Asambleas y las Conferencias,que exponían la complejidad de las relaciones entre los Estadosy amenazaban el dominio de las estrictas relaciones bilaterales.En este marco, Chile debía hacer frente a una nuevadimensión de lo internacional y debía plantearse políticamentey estratégicamente ante ella, específicamente ante la posibilidaddel arbitraje obligatorio enarbolado en las ConferenciasPanamericanas, al observar el despliegue de fuerzas queamenazaban su soberanía y la integridad de la última de susconquistas: el factor territorial. Así, desde la reticencia el paístransita a la inserción como el más apropiado de los mediospara la defensa de sus intereses.Palabras Clave: Relaciones Internacionales, Conferencias Panamericanas,Arbitraje, Factor Territorial.The Twentieth century, gave opening, extension and profundity to a new international reality, Assemblies and Conferences, which exposed the complexity of relations between States and threatened the dominance of the strict bilateral relations system. In this context, Chile had to face a new dimension of the international domain and should positioned politically and strategically before it, specifically in facing the prospect of compulsory arbitration raised in the Pan-American Conferences, observing the deployment of forces that threatened its sovereignty and the integrity of the last of his conquests: the territorial factor.
