| dc.description | Until 1951, no colonization law existed in the province of Mendoza.In order to deal with this, the provincial governmenttried to address the problem holistically, laying the legal basisfor colonization in Mendoza’s territory. This paper aims to studythe law, including its main background and the legislativetreatment of the project to which it gave rise, and to detectthe interests and objectives of the provincial government inthis matter. This institutional design will be considered withregards to the geographical, environmental, demographic,and socioeconomic characteristics of the province, in order todetermine whether the agricultural policy in general and theproposed settlement in particular suited certain peculiaritiesof the provincial reality and sought to respond to the ruralsector, which was experiencing a crisis in both the agriculturalproduction and in the irregularities within the system of landtenure. Finally, this paper attempts to understand how theexecution of the law demonstrates some of the first actionstaken by the government in order to train agricultural coloniesin different sectors of the province.Keywords: State, colonization, Mendoza. | en-US |
| dc.description | En la provincia de Mendoza, hasta el año 1951, no existía unaley de colonización. Fue a través de ésta, que el Estado provincialintentó atender la problemática de manera integral,sentando las bases jurídicas para la acción colonizadora enel territorio mendocino. El presente trabajo tiene por objetivoestudiar dicha ley, incluyendo sus antecedentes principales yel tratamiento legislativo del proyecto que le dio origen, enbusca de detectar los intereses y objetivos perseguidos por elgobierno provincial en cuanto a esta cuestión. Este diseño institucionalserá contemplado a la luz de las características geográficas,ambientales, demográficas y socioeconómicas de laprovincia, a fin de observar si las políticas agrarias en general,y las propuestas de colonización en particular, se adaptaban aciertas particularidades de la realidad provincial, y buscabandar respuestas al sector rural en un contexto de crisis de producciónagrícola e irregularidades en el sistema de tenenciade la tierra. Por último, intentaremos una comprensión delfuncionamiento de la ley a través de su ejecución, mostrandolas primeras acciones emprendidas por el Estado para laformación de colonias agrícolas en diferentes departamentosde la provincia.Palabras claves: Estado, colonización, Mendoza. | es-ES |
