| dc.description | The emergence of a new territory in the 21st century has provoked a new understanding of the existing urban issues and the way they are addressed, adding layers of complexity to them. This is why new urban planning instruments and styles constitute alternatives through which the interest for exploring innovative approaches to confront territorial and urban reality could become a reality. These concerns , regarding the way we have been approaching urban intervention were included in the 2009 Global Report by United Nations Human Settlements Program (UN-HABITAT); emphasizing that the current Urban Planning must be renovated as a way of recovering the role of a proper urban development strategy. However, this Report also argues that contemporary urban planning has not really had a significant impact, and that in countries such as Mexico, the more traditional approach still persists, which raises the urgency of starting a review process, regarding the reach of the model currently in place . Therefore, a revision and analysis of the current Mexican urban planning foundations is crucial in order to adapt them according to an international standard, thereby, to identify the key-ways for improving this process is the aim of this research. | en-US |
| dc.description | La emergencia de un nuevo territorio en el siglo XXI ha provocado un cambio en la escala de comprensión e intervención sobre los hechos urbanos multiplicando las dimensiones de su complejidad por lo que nuevos instrumentos y estilos de planeamiento se constituyen como alternativas mediante las que se materializaría el interés por la búsqueda de formas innovadoras de incidir sobre la nueva realidad urbana y territorial. Esta y otras inquietudes que cuestionan la forma en que hemos venido actuando en la ciudad son reconocidas por el Programa Hábitat de Naciones Unidas cuando en su Reporte Global sobre Asentamientos Humanos 2009 señala que la Planeación Urbana del siglo XXI debe renovarse con el objeto de recuperar su papel de instrumento de conducción del desarrollo urbano. No obstante, en el Reporte se reconoce que la Planeación poco ha cambiado y que en países como el nuestro la perspectiva tradicional persiste por lo que es necesario iniciar un proceso de reflexión acerca de los alcances del modelo vigente. Esta tarea requiere de la revisión y análisis de los fundamentos de la Planeación Urbana con el objeto de adaptarlos a las exigencias que se advierten a nivel internacional y, con esa base, identificar cuáles son las rutas emergentes por las que habremos de transitar en el caso de la Planeación Urbana mexicana, objeto de análisis de este trabajo. | es-ES |
