Our Chilean society, increasingly, is faced with the need to safeguard the external and internal security of the state. It is the State, who through the F.F.A.A and O.S.P in charge of satisfying this requirement, and the activity of these that sometimes cause damage to civil, even to its own members. The author addresses the issue of the attribution of this responsability and legal nature generated in this specific area of responsability.Nuestra sociedad chilena, cada vez más, se ve enfrentada a la necesidad de resguardar la seguridad exterior en interior del Estado. Es el Estado quien por medio de las Fuerzas Armadas y de Orden y Seguridad Pública se encarga de dar satisfacción a este requerimiento, y es la actividad de éstas la que a veces causa daños a la ciudadanía civil, incluso a sus propios integrantes.
