Por un lado, se señala la pérdida de los poderes internos y de funciones de los aparatos estatales. La soberanía externa, por otro, se ha vuelto un concepto vacío en la globalización. Sin embargo, es necesario retomar las ideas Jean Bodin para advertir que la teoría política siempre reconoció límites y barreras que matizaron su naturaleza absoluta y perpetua.
