El término de la Primera Guerra Mundial y sus sangrientas consecuencias, no hicieron más que incrementar el recuerdo de aquella antigua expectativa europea de establecer en el viejo continente un sistema jurídico internacional para la protección de los derechos humanos. La soceidad de las Naciones, a pesar de no haber tenido mandato para actuar en materia de derechos humanos, logró hacerlo indirectamente, asumiendo su protección por medios internacionales, pero limitándose al establecimiento de determinadas condiciones para proteger a las minorías de algunos paísed de Europa. Sin embargo, no será hasta el establecimiento de las Naciones Unidas, que se establecerá un sistema universal de protección de los derechos humanos. El presente tabajo, sin pretender desmerecer el valioso aporte de las Naciones Unidas en dicha protección, tiene por finalidad adentrarse en el análisis de uno de los tres sistemas de protección regionales que contemplan instituciones permanentes de protección de los derechos humanos. Dejando para futuros estudios el sistema de protección establecido por la Organización de Estados Americanos y la Organización para la Unidad Africana, nos detendremos en la protección internacional de los derechos humanos en el ámbito regional europeo, radicado esencialmente en el sistema instituido por el Consejo de Europa, configurado a través del Convenio Europeo para la Protección de los Derechos Humanos y de las Libertades Fundamentales, y sus Protocolos adicionales.The end of the World War I and its implications increased the need to establish in Europe an international legal system for the recognition and protection of human rights. The Society of Nations, eventhough was not empowered to act in matters regarding human rights, managed to indirectly intervene through international means, but limited to establish certain conditions for the protection of minorities in European countries. Only after the creation of the United Nations, a universal protection system of the human tights was created. This paper focuses on the study of one of the three permanent regional human rights protection systems. Leaving the system established by the Organization of American States and the Organization for the African Unity for future analysis, we will focus on the study of the European international human rights protection system, implemented by the Council of Europe, through the European Convention on Human Rights.
