dc.description | Last December 11, 2011, a plebiscite organized by the Municipality of Peñalolen was held in order to submit a Proposal to upgrade the Urban Master Plan for the approval of the community. While we could argue that the above is an unprecedentedact, this participatory process, where 70,000 people voted could not be deemed a successful process considering that 52% of voters rejected the proposed plan, therefore not achieving the maingoal, of updating the Plan. A similar situation occurred in the municipality of Las Condes, where on August 2011 a consultation was held, convened by the municipality in order to vote on new Park Master Plan for Los Dominicos. This neither can be considered a successful process time as the Master Plan was rejected by over 80% of voters. dc.description | El pasado 11 de diciembre de 2011, la Municipalidad de Peñalolén convocó a un plebiscito con el propósito de someter a la aprobación de la comunidad, una Modificación del Plan Regulador Comunal. Si bien se podría afirmar que lo anterior constituye un hecho inédito, donde votaron cerca de 70.000 personas, este proceso participativo no podría considerarse exitoso en tanto el 52% de los votantes rechazó la propuesta de Plan, con lo cual no se logró el objetivo principal, de actualizar el Plan. Una situación similar se registró en la Comuna de Las Condes, en agosto de 2011 se realizó una consulta comunal, convocada por la Municipalidad con el objeto de someter a votación el nuevo Plan Maestro para el Parque los Domínicos. En esta ocasión, tampoco podríamos hablar de un proceso exitoso, en tanto el Plan fue rechazado por amplia mayoría.En el presente artículo interesa reflexionar porque éstos y otros procesos participativos, no logran el resultado para el cual fueron convocados. | es-ES |
