dc.descriptionThe article examines the negotiations promoted by the governments of Chile and Bolivia to guarantee the country maritime access during the Pacific War, and the role played by Peru in these negotiations. According to the analysis, the Chilean position, although not precisely a determined one on the subject, was initially favorable to guarantee territorial grants. This changed after the Bolivian withdrawal of its military forces in 1880. This lack of determination of the Chilean authorities, which was due to the interest of privileging dominance over the nitrate regions, was interpreted by the Bolivian authorities as a clear will to negotiate their domination over the provinces of Tacna and Arica, transforming thus the country into an effective border between the two belligerent nations. The role of Bolivia in the conflict lost all relevance after the battle of Tacna, which conditioned its territorial aspirations. With a polarized political class and with a willful perseverance in maintaining its alliance with Peru, the country was unable to reconcile its geostrategic interests with a diplomatic definition that guaranteed a maritime position (or a possible negotiation to obtain it), and whose consequence was the Chilean refusal to make peace on the basis of territorial grants.en-US
dc.descriptionEl artículo examina las negociaciones impulsadas por los gobiernos de Chile y Bolivia para garantizar a este último país una salida marítima durante la Guerra del Pacífico, y el papel jugado por Perú en dichas tratativas. De acuerdo al análisis, la posición chilena, inicialmente favorable a garantizar cesiones territoriales, varió tras el retiro boliviano de las acciones militares, en 1880, aunque sin asumir una postura concluyente respecto al tema. La indeterminación de las autoridades chilenas, expresada en el interés por privilegiar la consolidación del dominio sobre las regiones salitreras, fue interpretada por las autoridades bolivianas como una manifiesta voluntad para negociar su dominio sobre las provincias de Tacna y Arica, transformando al país en una efectiva frontera entre las dos naciones beligerantes. El papel de Bolivia en el conflicto perdió toda relevancia después de la batalla de Tacna, lo que condicionó sus aspiraciones territoriales. Con una clase política polarizada y con una inconveniente perseverancia en mantener su rol de aliado con Perú, el país no logró conciliar sus intereses geoestratégicos con una definición diplomática que garantizase una posición marítima (o una posible negociación para obtenerla), y cuya consecuencia fue la negativa chilena a pactar la paz sobre la base ...es-ES
