| dc.description | In this paper, the new development model which has sprung up in Latin America is analyzed in connection with the social background of the region. First, the relationships of each development model with the role of the State and the social constituent are analyzed. Second, two paradigma of social policy (the predominant and the emergent) present in Latin America, are described, trying to constrast them in several dimensions: institutionality, logic in decisions-making, finances, objectives, priority and expansion criteria, beneficiary population, approach and basic index used. The paralelism is used to bring into account several educational programs which show the innovations being implemented in the region. | en-US |

Aquí se analizan, con especial referencia al campo de la educación, por un lado, las relaciones de cada modelo de desarrollo con el papel del Estado y con el componente social y, por otro, se describen “dos paradigmas” de política social (el dominante y el emergente), presentes hoy en América Latina, contrastándolos en diversas dimensiones: institucionalidad, lógica de toma de decisiones, financiamiento, objetivo, criterio de prioridad y expansión, población beneficiaria, enfoque e indicador básico utilizado, utilizando los paralelismos para traer a colación diversos programas del sector educación, que muestran las innovaciones que se encuentran en proceso de implementación en la región. | es-ES |
