| dc.description | The author poses the thesis that the country lacks, in its historical development, an organism for participation which may gather the different contributions presented in the national community, and which may foster a time-projected policy, not only in a level of ideas, but also in its concretion. The participation instances which have had a temporary character, were created to look for solutions to problems perceived in due time as deep and severe, and that when structured participation instances rose up, its action was limited and centralized. This thesis is analyzed going through the Chilean educational development from 1900 up to the educational reform of 1965. | en-US |
| dc.description | El autor sostiene la tesis de que el país carece, en su desarrollo histórico, de un organismo de participación que recoja los diferentes aportes que se han presentado en la comunidad nacional, y que facilite una política que se proyecte en el tiempo, no sólo en el plano de las ideas, sino en su concreción. Las instancias de participación han tenido un carácter transitorio, creadas para buscar solución a problemas que en su momento son percibidos como graves y profundos, y cuando emergen instancias de participación más estructuradas, su acción es limitada y centralizada. El análisis de esta tesis lo efectúa, recorriendo el desarrollo educativo del país durante este siglo hasta la reforma educacional de 1965. | es-ES |
