El presente artículo describe y analiza la evolución que experimentó el Departamento de Arica entre 1953-1970, a partir de las políticas de desarrollo que se implementaron en el marco del Puerto Libre y la Junta de Adelanto de Arica (JAA). El artículo toma como punto de partida, algunas referencias existentes en torno al concepto de desarrollo, proponiendo cierta similitud entre el enfoque de las políticas desarrolladas en el ámbito regional y las concepciones paradigmáticas existentes en la esfera internacional. Para luego, contextualizar históricamente dichas aproximacio-nes sobre el desarrollo, en virtud de la producción historiográfica existente sobre el Puerto Libre y la JAA. Se plantea en última instancia, que la concepción de desarrollo que operó en el Departamento de Arica, evolucionó desde un enfoque puramente economicista hacia una visión tendiente al bienestar social y la industrialización.This article describes and analyzes the evolution that the Departamento de Arica experi-enced between 1953 and 1970, based on the development policies. These policies were imple-mented within the framework of the Free Port and the Junta de Adelanto de Arica (from now on, JAA). This article takes as a starting point, some existing references around the concept of development, providing some similarity between the approach of the policies developed in the regional scope and the existing paradigmatic conceptions in the interna-tional sphere. Thus, historically contextualize these approaches to development, by virtue of the exist-ing historiographical production on the Puerto Libre and the JAA. Ultimately, it is proposed that the conception of development that operated in the Departamento de Arica, evolved from a purely economists’ approach towards a vision aimed at social welfare and industrialization.
