dc.descriptionThe main objective of this document is to generate the guidelines for a futureorganization of the tourism strategic plan of the Department of Santander 2019,given that since 2012 with the Tourism Development Plan of Santander presentedby the FONTUR Tourism Promotion Fund and which formulated the TemporaryUnion Tourism CUNDISAN, integrated by the consultancy TOURISM CONSULTINGand the CAFAM Fundación Universitaria, there has not been a newplanning exercise according to the new sectoral dynamics.The model that assumes this planning tool is the efficient use of infrastructure andequipment that the department has, the differentiation and innovation of tourismproducts, the improvement of governance and the associativity of the sector andthe the intelligence of markets, as main strategies to place Santander on the touristmap of Latin America and in the long term, on the world map. For them we usethe Scheme for Tourism Planning for Competitiveness proposed by the Ministryof Commerce, Industry and Tourism of Colombia, as well as the Guide for theDevelopment of the Tourism Development Plan of a Territory of the Inter-AmericanInstitute of Cooperation for Agriculture, achieving thus a great diagnosis ofthe sector composed of three phases from the identification, classification and assessmentof information, through an analysis of the sector context and diagnosis,and then finish with the formulation of strategies for an upcoming developmentplan.en-US
dc.descriptionEste articulo tiene como objetivo principal generar los lineamientos para una futuraorganización del plan estratégico de turismo del Departamento de Santander2019, dado que desde el 2012 con el Plan de Desarrollo Turístico de Santanderque presentó el Fondo de Promoción Turística FONTUR y que formuló la UniónTemporal Turismo CUNDISAN, integrada por la consultora TOURISM CONSULTINGy la Fundación Universitaria CAFAM, no ha existido un nuevo ejerciciode planificación acorde a las nuevas dinámicas sectoriales.El modelo que asume esta herramienta de planificación es el del aprovechamientoeficiente de las infraestructuras y equipamientos con las que cuenta el departamento,el de la diferenciación e innovación de productos turísticos, el de mejoramientode la gobernanza y la asociatividad del sector y el de la inteligencia demercados, como principales estrategias para ubicar a Santander en el mapa turísticode Latinoamérica y a largo plazo, en el mapa del mundo. Para ellos utilizamosel Esquema para la Planificación Turística para la Competitividad propuestopor el Ministerio de Comercio, Industria y Turismo de Colombia, así como laGuía para la Elaboración del Plan de Desarrollo Turístico de un Territorio delInstituto Interamericano de Cooperación para la agricultura, logrando así un grandiagnóstico del sector compuesto desde tres fases desde la identificación, clasificacióny valoración de la información, pasando por un análisis del contexto ydiagnostico sectorial, para luego terminar con la formulación de estrategias paraun próximo plan de desarrollo.es-ES
