| dc.description | This article aims to reflect about the pontentialities and weaknesses of synergic meeting between the descentralization of the State and the participation of Civil Society, in the Social-housing Policy issue. It discusses about the different definitions of concept considered, theirs relationship and theirs operationalization, through indicators that show the municipalities conditions, those of the civil society and theirs relationship to improve the production processes of habitat in the local area. The selected theoretical model is the background to an empirical study in 4 departamental capital cities , two of them have left wing governments with political will of strengthening the descentralization and citizen participation. The research, which must finished this year, is been carried out in the Housing Unit of the Faculty of Archictecture in the University of Republic of Uruguay. | en-US |
| dc.description | Este artículo pretende reflexionar sobre las potencialidades y debilidades del encuentro sinérgico entre la descentralización del Estado y la participación de la Sociedad Civil, en la temática de la Política sociohabitacional. Se discute sobre diferentes definiciones de los conceptos manejados, sus interrelaciones y su operacionalizacion, a través de indicadores que den cuenta de las condicionantes municipales, de la sociedad civil y de su relación para mejorar los procesos de producción de hábitat en el ámbito local. El modelo teórico seleccionado sirve de base para un estudio empírico en 4 capitales departamentales, dos de las cuales tienen gobiernos progresistas con voluntad política de fortalecer la descentralización y la participación ciudadana. La investigación, que deberá concluir en el correr del presente año, se desarrolla en el ámbito de la Unidad de Vivienda de la Facultad de Arquitectura de la Universidad de la República de Uruguay. | es-ES |
