dc.descriptionSocio-housing management has traditionally been understood as the State management of social and housing matters. However, the increase of the population’s social and particularly socio-housing necessities points to the absence of policies and actions efficiently guided towards reverting processes of social polarization and impoverishment of wide sectors of the population. The widespread traditional official practices that have dealt virtually exclusively with the strict financing of the supply, are today utterly exhausted. It is necessary to build and to apply new paradigms of social and housing management. Paradigms being developed in academic cloisters need to be endorsed in practice. The relationship between science, technology and society poses a theoretical-methodological alternative starting from which observation and direct action frameworks can be built in socio-housing matters. The use of sustainable technology falls within the paradigm described, with the argument that all technology carries with it a genetic code, which is to say that it tends to reproduce the conditions in which it was conceived. The intervening factors are of a varied nature: economic, decisional, technical, cultural. The present article will attempt to demonstrate the socioorganizational possibilities of building technology within the process of construction of popular habitat. The transfer of the seed system in the City Hall in Montevideo will be the case for analysis and reflection. The association of a research institute, CEVE, and the State of the city of Montevideo constitutes without a doubt a case of South-South cooperation that involves two Latin American countries with more similarities than differences. The contribution of the Iberian-American program of Science and Technology for Development, Sub-program XIV.C “Transfer of Technology for Social Interest Housing” has enabled the housing scheme to be followed-up and monitored.en-US
dc.descriptionLa gestión sociohabitacional ha sido tradicionalmente entendida como la gestión del Estado en materia social y habitacional. Sin embargo, el aumento de las necesidades sociales, y particularmente sociohabitacionales de la población habla de la ausencia de políticas y acciones eficazmente orientadas para revertir procesos de polarización social y pauperización de amplios sectores de la población. Las tradicionales y extendidas prácticas oficiales que de manera casi excluyente, se han ocupado del estricto financiamiento de la oferta, hoy agonizan. Es necesario construir y aplicar nuevos paradigmas de gestión social y habitacional. Paradigmas en desarrollo desde los claustros académicos que necesitan ser refrendados en la praxis. La relación entre ciencia, tecnología y sociedad plantea una alternativa teórica- metodológica a partir de la cual pueden construirse marcos de observación y de acción directa en materia socio-habitacional. El empleo de tecnología sustentable se inscribe dentro del paradigma descripto, argumentando que toda tecnología lleva consigo un código genético, vale decir que tiende a reproducir las condiciones en las que fue gestada. Los factores que intervienen son de naturaleza variada: económicos, decisionales, técnicos, culturales. El presente artículo intentará demostrar las posibilidades sociorganizativas de la tecnología de construcción dentro del proceso de construcción del hábitat popular. El caso de análisis y reflexión será la transferencia de sistema semilla en la Intendencia Municipal de Montevideo. La asociación entre un instituto de investigación, el CEVE41 , y el Estado de la ciudad de Montevideo constituye sin dudas, un caso de cooperación SS que involucra a dos países de AL con más similitudes que diferencias. El aporte del programa Iberoamericano de Ciencia y Tecnología para el Desarrollo, Subprograma XIV.C Transferencia de Tecnología para la Vivienda de Interés Social ha permitido el seguimiento y monitoreo del plan de viviendas.es-ES
