The present paper suggests that housing cooperatives are key organizations when it comes to understanding the needs of users –henceforth referred to as “requestors” – and the Ministry of Housing –henceforth referred to as “offerer.” According to the author, cooperatives are experienced enough to assume the role of a ministry since they are more citizen-friendly than the above-mentioned governmental entity.El artículo postula la participación de las cooperativas de vivienda como una organización esencial en la interpretación de las necesidades expresadas por los usuarios -llamados aquí demandantes- y el Ministerio de Vivienda -llamado oferente-. Lo anterior, por cuanto el cooperativismo es un fenómeno social que está cercano al ciudadano (más que un Ministerio) y en Chile -según el autor- posee la suficiente experiencia como para cumplir dicho rol.
