Concibió a Chile como un país industrial, y promovió la capacitación técnica, en particular para los sectores medios y populares, y para la mujer, a fin de incorporarlos al mundo laboral. He promoted technical training for both the popular and middle class sectors and for women with the intention to include them into the work force.
