This article describes and analyzes the educational situation of youth and adults living in thecontext of exclusion, discrimination and social injustice in the Argentine based on the 2001Population Census. The quantitative diagnosis is extended with some of the aspects of thelife story of the young and adults falling within the educational risk category, and with dataemerging from the participative instances of our research. Secondly, the socio-political andhistorical, institutional and teaching and learning space aspects are developed in relation tothe educational situation of youth and adults. The impact of the Education Federal Act is emphasized,as well as the “education transformation” of the popular youth and adult education,as are some of the challenges and contradictions that the current historical moment presents tothe education of popular youth and adults with respect to their relationship with the emergingsocial movements. Lastly, and on the basis of this diagnosis, some proposals are formulatedfor a future educational policy that will allow overcoming the educational risk situation whichgreat part of the young and adult population in Argentine are currently going through.En este artículo, se describe y analiza, en primer lugar, la situación educativa de los jóvenes yadultos inscripta en la realidad de exclusión, discriminación e injusticia social de la Argentinasobre la base del Censo de Población del año 2001. Se amplía el diagnóstico cuantitativo conalgunos aspectos de las historias de vida de los jóvenes y adultos en situación educativa deriesgo y con datos emergentes de las instancias participativas de nuestras investigaciones. Ensegundo lugar se desarrollan aspectos sociopolíticos e históricos, institucionales y del espaciode enseñanza y aprendizaje en relación con la situación educativa de los jóvenes y adultos. Seenfatiza el impacto de la Ley Federal de Educación y la “transformación educativa” sobre lasinstituciones de educación de jóvenes y adultos y algunos de los desafíos y contradiccionesque el momento histórico actual plantea a la educación popular de jóvenes y adultos en surelación con los movimientos sociales emergentes. Finalmente, y a partir de este diagnóstico,se desarrollan propuestas para una política educativa futura que permita superar la situación deriesgo educativo en la que se halla gran parte de la población joven y adulta de Argentina.
