This paper aims at taking a deeper look at a specific of housing politics: their potentiality and capacity as generators and reassurers of patterns of interrelations and social organization. It must be kept in mind that there is the opportunity and the need to lead this potentiality in order to overcome one of the strongest obstacles in our Latin-American societies present within the premises of democratic organization: the social structural situations of social subordination, fragmentation, exclusion and confrontation. The housing policies have their origin in decisions aiming at the redistribution of wealth (such decisions may be impulsed by very different motivations and political strategies) and they may also aim at reassuring the modern urban pattern which shapes the society and the habitat through the production of a social habitat. The premises of wealth redistribution, at least in the most frequent and public interpretation, lead the actions mainly to the sectors with the largest needs and greatest troubles to overcome them through their own means.Esta ponencia intentará profundizar en un aspecto particular de las políticas habitacionales: el de su potencialidad y peso como generadoras y reafirmadoras de patrones de interrelacionamiento: y de su organización social, teniendo presente la oportunidad y necesidad de orientar esa potencialidad a la superación de uno de los escollos más poderosos para el desarrollo de nuestras sociedades latinoamericanas dentro de las premisas de organización democrática: el de las situaciones estructurales de subordinación social, fragmentación, exclusión y confrontación de sectores. Las políticas habitacionales se originan en decisiones de redistribución de la riqueza (cuyo origen, a su vez, puede encontrarse ciertamente en motivaciones y estrategias políticas de la más diversa. índole e intencionalidad) y de afirmación del patrón urbano-moderno de configuración de la sociedad y del hábitat, mediante acciones de producción de hábitat social. La premisa de redistribución de la riqueza, al menos en su interpretación más frecuente y pública, orienta predominantemente las acciones hacia los sectores con mayores carencias y mayores dificultades para superarlas satisfactoriamente por sus propios medios.
