| dc.description | This article is a contribution to the discussion about territorial planning in environmental policies that will contribute to the economical and social objectives of the country. Four principles are proposed to the Regional Governments as transitory application. These regional institutions are responsible of the harmonic development of the territory and to look for major sustainability for the development of the national regions. Some objectives are identified for the sustainable order of the regional territories as well as the characteristics and functions required by the regional planning. Finally, the state of art in regard to instruments are revised in relation to the four principles. Some ideas are proposed in order to improve vertical and horizontal articulation of the public action in the issue. | en-US |
| dc.description | Este trabajo busca aportar a la discusión sobre una política de ordenamiento territorial inserta en la política ambiental y que contribuya a los objetivos económicos y sociales del país. Se proponen cuatro principios cuya aplicación transitoria permitiría a los Gobiernos Regionales, responsables de velar por el desarrollo armónico del territorio, avanzar en la búsqueda de mayor sustentabilidad para el desarrollo de cada una de las regiones del país. Se identifican algunos objetivos para el ordenamiento sustentable de los territorios regionales, así como las características y las funciones de la planificación regional requerida. Finalmente, se revisa el estado del arte en lo instrumental, a la luz de los cuatro principios, y se proponen algunas ideas para mejorar la articulación vertical y horizontal de la acción pública en la materia. | es-ES |
