This article establishes the possiblities for development of the local governments in Chile, since the potential of the natural landscape, particularly when surface includes the county coast line. The study done in the region of Horcón which formed a part of the county of Puchuncaví, in the axis of the northern coast of the V Region exemplifies this. The article also introduces the immobilizing pressure the exists today which occupy the sea shore, without considering the environmental damage to the natural landscape.El trabajo plantea las posibilidades de desarrollo de los Gobiernos Locales en Chile, a partir de las potencialidades de su paisaje natural, especialmente cuando la superficie comunal compromete el borde costero. Como ejemplo de estudio se tomó la localidad de Horcón, que forma parte de la comuna de Puchuncaví, en el eje costero norte de la V Región, en donde ya existe la presión inmobiliaria por ocupar el espacio litoral, sin considerar los daños ambientales al entorno natural
