| dc.description | This article establishes the possiblities for development of the local governments in Chile, since the potential of the natural landscape, particularly when surface includes the county coast line. The study done in the region of Horcón which formed a part of the county of Puchuncaví, in the axis of the northern coast of the V Region exemplifies this.
