dc.descriptionThis paper deals with a work we carried out for the Housing Improvement Project in El Alto . This Project was originally under the responsibility of Red Habitat NGO with international financial support which allowed for administration costs and the management of housing resources as a Fondo Rotatorio (Rotating Found). It also provided legal and technical assistance, the strengthening of social institutions and research. Later on and due to the importance acquired by the Fondo Rotatorio (Rotating Fund) because of its capitalization, its strong rotating capacity, the management of new financing loans, the improvement of many low income family houses, other non financial projects of Red Habitat and to the lack of resources to cover administrative costs, it was transferred to Fundación Pro Vivienda- FUNDAPROVI. This foundation was created to administrate the Fondo with economic, financial, social and environmental sustainability as well as to be an allied to people who build houses and the city on a daily basis. These 10 years of practice have been taking place in a scenario of political and social crisis, which have been deepened in the last periods due to a lack of public housing policies which see to the needs and demands of the poorest families.en-US
dc.descriptionEl artículo reflexiona sobre el trabajo que realizamos en el Proyecto de Mejoramiento de la Vivienda en la ciudad de El Alto, que en su inicio estuvo bajo la responsabilidad de la ONG Red Hábitat con apoyo financiero de la cooperación internacional, que le permitía cubrir costos de administración y manejar los recursos para la vivienda como un Fondo Rotatorio con Asistencia Legal y Técnica, Fortalecimiento de Organizaciones Sociales y labores de Investigación. Posteriormente y ante la importancia que adquirió el Fondo Rotatorio, por su capitalización, su significativa cantidad de rotación, la gestión de un nuevo financiamiento en calidad de préstamo, el beneficio que logró con la mejora de muchas viviendas de familias de escasos recursos, por otros proyectos no financieros con los que contaba Red Hábitat y además por la ausencia de financiamiento que cubra los gastos administrativos, se decidió transferirlo a la Fundación Pro Vivienda – FUNDAPROVI, creada para administrar el Fondo con características de sostenibilidad económica, financiera, social y ambiental, sin abandonar la misión de ser aliada de la población que autoproduce cotidianamente viviendas y ciudad. Estos 10 años de práctica se desarrollaron en un contexto nacional de crisis política y social, agravada en los últimos periodos y especialmente desprovisto de políticas públicas habitacionales que atiendan las necesidades y demandas de las familias más pobres.es-ES
