In the present Latin-American context, shaped by the deep structural transformations aiming at opening the economies to foreign competition, deep changes have taken place in planning and housing policies. They have been oriented to the liberalisation and deregulation with an important participation of the private sector which has had a strong influence on the way it reacts to the housing need, specially in the poor sectors, even in countries like Chile where the housing policy is granted as successful from a quantitative point of view. Nevertheless, under the light of the Chilean experience , it is necessary to make deep transformations aiming at designing integral housing actions which require a holistic perspective and thus a cross-section and participatory management.En la actual coyuntura Latinoamericana, caracterizada por las profundas transformaciones estructurales orientadas a abrir las economías a la competencia externa, se han producido profundos cambios en las políticas urbanas y habitacionales que se han orientado a la liberalización y desregulación, con una importante participación del sector privado, que han tenido una fuerte implicancia en la forma de dar respuesta a la carencia habitacional, especialmente de los sectores en situación de pobreza, incluso en aquellos países como Chile, en que la política habitacional se reconoce como exitosa desde un punto de vista cuantitativo. Pero a la luz de la experiencia chilena, es necesario realizar profundas transformaciones orientadas a diseñar acciones habitacionales integrales, que requieren de una mirada holística del problema y por ende, de una gestión intersectorial y participativa.
