The paper describes the context in which housing policies have developed in Latinamerica and analyses 6 factors: the increase in urbanisation rate, the outcome and settling of the informal sector, the proportion of poverty and inequity generated in the cities, the increase in the housing deficit , the needs for investment in neighbourhood improvement and the adoption of the Chilean financing model.Describe el marco en que se han generado las políticas de vivienda en América Latina, analizando seis factores: el crecimiento de la tasa de urbanización, la aparición y arraigo del sector informal, la alta proporción de pobreza e inequidad que se genera en las ciudades, el incremento del déficit de vivienda, las necesidades de inversión en el mejoramiento de los barrios y la adaptación del modelo de financiación chileno.
