dc.descriptionThis article refers to a conference dictated by its author in the III International Congress of Social Work held in San José de Costa Rica between September 10th and 12ve in 2003. In this conference, Alayón develops some questions with regard to what he considers the opprobrious situation of poverty which crosses our countries, the consequent violation of human rights that originate from the very existence of poverty and the necessity for the implementation of vigorous social policies which -strictly speaking- constitutes a deep and reactionary option for the operation of our societies. In the same way, the author insists on the necessity to clarify that, in some passages of the present text, direct reference to Argentina is stated, although surely it is possible to find important similarities with other countries of Latin America. He also warns, that although he will formulate a critical description of the difficult situation which the continent is going through (whose responsibility -he states- derives from the neoliberal fundamentalism applied down to the last detail by more than one decade). Nevertheless, Argentina is initiating an interesting process of political oxygenation which makes it possible to be recovering the optimism about a better future for the Nation.en-US
dc.descriptionEste artí­culo corresponde a una conferencia dictada por su autor en el marco del III Congreso Internacional de Trabajo Social realizado en San José de Costa Rica entre el 10 y el 12 de septiembre de 2003. En dicha conferencia, Alayón desarrolla algunas cuestiones relativas a lo que él considera la oprobiosa situación de pobreza que atraviesan muchos paí­ses, la consecuente violación de los derechos humanos que emana de la existencia misma de la pobreza y la necesidad de implementación de vigorosas polí­ticas sociales que atenúen, por lo menos, los efectos devastadores que vienen causando en la población la vigencia de las llamadas polí­ticas neoliberales, las cuales -en rigor- constituyen una profunda opción conservadora y reaccionaria para el funcionamiento de nuestras sociedades. Del mismo modo, el autor insiste en la necesidad de aclarar que en algunos pasajes del presente texto, se hace referencia directa a Argentina, aunque seguramente es posible encontrar importantes similitudes con otros paí­ses de América Latina. Advierte también, que si bien formulará una descripción crí­tica de la difí­cil solución por la que atraviesa el continente (cuya responsabilidad -según afirma- deviene del fundamentalismo neoliberal aplicado a rajatablas por más de una década) no obstante ello, Argentina está iniciando un interesante proceso de oxigenación polí­tica que posibilita ir recuperando el optimismo acerca de un mejor futuro para la Nación.  es-ES
