dc.descriptionHaving a home, by being a tradable asset, constitutes a right and a basic requirement so that any family may solve their necessities of survival. It is also involved with the daily shelter and the basic security that is granted by the fact of having a place where to stay, to share, to enjoy and to protect oneself. In addition, having a home contributes to satisfying other requirements such as privacy, identity and the sense of belonging to a place, a group and a territory. The worldwide conference on habitat held in Vancouver 1976 dealt with this multi-dimension characteristic of housing. All the organisms present there agreed that housing is not only a physical structure that gives refuge to a family but also a system integrated by the land, the infrastructure of urbanization and services, the communitarian social equipment within a cultural, socioeconomic, political, physical-environment context, as well as a process to which concurs as performers the people and organizations of the public, prevailed, population technical-professional systems among others. "To provide" housing or to help so that the exercise of this right is achieved then implies, not only the equitable distribution of material resources, houses or apartments but also that this process contributes to the distribution of capacities and the improvement of the quality of life. It necessary implies an action that also assures not only the universality (coverage) that has been historically searched for by public policies but quality as well. The aforementioned issue is related to the opportunity and congruence of the solution and, for the latter, the participation of prospective dwellers and the development of their capacities is fundamental. At this point, the decentralized, articulated and participative management become strategic components. In this article, a critical review is made of the Policy of Housing from the Ministry of Housing, currently the Metropolitan SERVIU. This review is presented as form of defy that public policy, which, along with replying to the directive of the universality, of the distribution of material resources massively, had imperatively to take over the diversity of realities that affect the subjects to whom it goes, as constituting for them an instrument for the distribution of ownership and capacities.en-US
dc.descriptionLa vivienda, constituye por su condición de bien transable, un derecho y un requerimiento básico para que cualquier familia resuelva sus necesidades de sobrevivencia. Ella se vincula también con el abrigo diario y la seguridad básica que reporta tener un lugar donde estar, compartir, disfrutar y protegerse. Además, la vivienda contribuye a satisfacer otros requerimientos tales como la privacidad, la identidad y la pertenencia a un lugar, un grupo y un territorio. La conferencia mundial sobre habitat realizada en Vancouver el año 76, recoge la multidimensionalidad de la vivienda. Todos los organismos allí­ presentes, concordaron que la vivienda no sólo es una unidad que acoge a la familia, sino un sistema integrado por el terreno, la infraestructura de la urbanización y de servicios, el equipamiento social-comunitario dentro de un contexto cultural, socioeconómico, polí­tico, fí­sico-ambiental, así­ como un proceso al cual concurren como actores las personas y entidades de los sistemas público, privado, técnico-profesional y poblacional, entre otros. "Entregar" entonces vivienda o ayudar para que el ejercicio de este derecho se concrete implica, no solo la distribución equitativa de recursos materiales, casas o departamentos, sino que también dicho proceso contribuya a la distribución de capacidades y al mejoramiento de la calidad de vida. Ello implica necesariamente, una acción que asegure no sólo la universalidad (cobertura) que ha sido lo buscado históricamente por la polí­tica pública, sino también: la calidad. Lo anterior se relaciona con la oportunidad y pertinencia de la solución y para esto último es fundamental la participación de los destinatarios y el desarrollo de sus capacidades. En esta lí­nea se transforman en componentes estratégicos la gestión descentralizada, articulada y participativa. En este artí­culo se hace una revisión crí­tica de la Polí­tica de Vivienda desde el Ministerio de Vivienda, hoy el SERVIU Metropolitano. Esto, como una forma de desafiar esa polí­tica pública, la que, junto con responder al mandato de la universalidad, de la distribución de recursos materiales en forma masiva, debiera imperativamente hacerse cargo de la diversidad de realidades que afectan a los sujetos a los cuales se dirige, como de constituirse para ellos en un instrumento para la redistribución del poder y capacidades.es-ES
