| dc.description | This paper deals with the need of integrating housing policies along with urban and territorial development ones, in search of an integral approach for human settlements in Latin America within a context of globalisation and the creation of regional blocks. The housing policy of Mendoza is taken as a case study. This policy is decentralised and participatory and its implications for population territorial settlements are studied. The search is first done around economical, social and demographic macro factors which play a role in modifying the territorial scene in the province and secondly, on the impact which the housing policies could have had on the territory, such policies have moved from a benefactor model with keynesian bases to a neoliberal one characterised by decentralisation and participatory processes. | en-US |
| dc.description | El presente artículo trata, fundamentalmente, de la necesidad de integrar las políticas habitacionales y las de desarrollo urbano y territorial en la búsqueda de un enfoque integral para el tema de los asentamientos humanos en América Latina en un contexto de globalización y conformación de bloques regionales. Como caso de estudio se aborda la política habitacional de Mendoza, de carácter descentralizado y participativo, y sus implicancias en la modificación en los patrones de asentamiento territorial de la población. Se indaga, en primer lugar, en torno a macrofactores de carácter económico, social y demográfico que están condicionando la modificación del escenario territorial de la provincia y, en segundo término, acerca del impacto que puedan haber tenido en el mismo las políticas de vivienda que han transitado desde un modelo benefactor de bases keynesianas hacia un modelo neoliberal caracterizado por procesos descentralizadores y participativos. | es-ES |
