| dc.description | In the first part of this essay the author exposes the regulation of water in the historical Constitution of 1925, reformed in 1967 and its legislative development in which it is declared that the water titles of individuals have the legal nature of a real administrative law, which will later disappear from the legislation; The author also reviews the protection of these titles through the guarantee of property in the current Constitution of 1980. In the second part, with a prospective tone, the author synthesizes the values of any Constitution and connects them with the values related to the water, and lists those that may eventually contain the new Constitution that is currently being drafted. | en-US |
| dc.description | En la primera parte de este ensayo se expone el autor la regulación de las aguas en la Constitución histórica de 1925, reformada en 1967 y su desarrollo legislativo en que se declara que los títulos de aguas de los particulares tienen la naturaleza jurídica de un derecho real administrativo, lo que luego desaparecerá de la legislación; también revisa el autor la protección de esos títulos a través de la garantía de la propiedad en la vigente Constitución de 1980. En la segunda parte, de tono prospectivo, el autor sintetiza los valores propios de toda Constitución y los conecta con los valores relativos al agua, y enumera aquellos que eventualmente podrá contener la nueva Constitución que se redacta en la actualidad. | es-ES |
