For better or for worse, the security design in force during the second half of the 20th century in Latin America was framed in the competition for global hegemony that we know under the name of "Cold War." But, when did the Cold War end in Latin America? Was it a homogeneous process? What are the needs that the regional reality demands today in terms of security and defense? This work is fundamentally oriented by the last of the questions enunciated; but this requires responding to the first two, since they indicate the immediately previous historical level in which we were situated as a region.Para bien o para mal, el diseño de seguridad vigente durante la segunda mitad del siglo XX en América Latina estuvo enmarcado en la competencia por la hegemonía global que conocemos bajo el nombre de “Guerra Fría”. Mas, ¿Cuándo terminó la Guerra Fría en América Latina? ¿Fue un proceso homogéneo? ¿Cuáles son las necesidades que demanda hoy la realidad regional en materia de seguridad y defensa? Este trabajo se orienta fundamentalmente por la última de las interrogantes enunciadas; pero ello requiere dar respuesta a las dos primeras, ya que indican el nivel histórico inmediatamente anterior en que nos situábamos como región.
