The serious economic and governance crisis that is beginning to affect Latin America, and especially South America, raises the issue of the policy that the United States has applied towards the region during the administration of President George W. Bush. This article highlights the shift between "before" and "after" the 9/11 attacks. While at the beginning the Bush administration gave all kinds of indications of being committed to an inter-American policy that would advance toward the goals set at the various summits of the Americas, after 9/11 the opposite has happened. The policy followed towards several Latin American countries indicates a serious setback in commitments to the causes of free trade and democracy in the hemisphere.La seria crisis económica y de gobernabilidad que está comenzando a afectar a América Latina, y especialmente a Sudamérica, pone sobre el tapete el tema de la política que ha aplicado Estados Unidos hacia la región durante el gobierno del presidente George W. Bush. Este artículo subraya el cambio que se da entre el “antes” y el “después” de los ataques del 11/9. Mientras que al comienzo el gobierno del presidente Bush dio todo tipo de indicaciones de estar comprometido con una política interamericana que avanzara hacia las metas fijadas en las distintas cumbres de las Américas, después del 11-9 ha ocurrido todo lo contrario. La política seguida hacia varios países de América Latina indica un serio retroceso en los compromisos con las causas del libre comercio y la democracia en el hemisferio.
