The border issue in Latin America and the Caribbean has a much larger concrete dimension than is usually thought. If the border between Mexico and the United States is included, there are 71 "border positions" among the 22 countries considered for this purpose. This paper focuses exclusively on cooperation and planning for the development of border regions. We maintain that the control of the development of the border regions can be perfectly framed within the general "model" of regional planning. The international cooperative development potential represented by the border regions in Latin America and the Caribbean is considerably high if judged by the geographic, demographic and economic magnitude of these regions, but the difficulties are not minor. As we explore the possibilities of cooperation we also present aspects of border management in some countries of the region.La cuestión fronteriza en América Latina y el Caribe tiene una dimensión concreta bastante mayor de lo que usualmente se piensa. Si se incluye la frontera entre México y Estados Unidos, existen 71 "posiciones de frontera" entre los 22 países considerados para estos efectos. El presente documento se centra exclusivamente en la cooperación y en la planificación para el desarrollo de regiones fronterizas. Sostenemos que el control del desarrollo de las regiones fronterizas puede ser enmarcado perfectamente dentro del "modelo" general de planificación regional. El potencial de desarrollo cooperativo internacional representado por las regiones fronterizas en América Latina y el Caribe es considerablemente elevado si se juzga por la magnitud geográfica, demográfica y económica de dichas regiones, pero las dificultades no son menores. Se exploran las posibilidades de cooperación y muestran algunos aspectos del manejo fronterizo en algunos países de la región.
