dc.descriptionThe main objective of this document is to generate the guidelines for a future organization of the tourism strategic plan of the Department of Santander 2019, given that since 2012 with the Tourism Development Plan of Santander presented by the FONTUR Tourism Promotion Fund and which formulated the Temporary Union Tourism CUNDISAN, integrated by the consultancy TOURISM CONSULTING and the CAFAM Fundación Universitaria, there has not been a new planning exercise according to the new sectoral dynamics. The model that assumes this planning tool is the efficient use of infrastructure and equipment that the department has, the differentiation and innovation of tourism products, the improvement of governance and the associativity of the sector and the the intelligence of markets, as main strategies to place Santander on the tourist map of Latin America and in the long term, on the world map. For them we use the Scheme for Tourism Planning for Competitiveness proposed by the Ministry of Commerce, Industry and Tourism of Colombia, as well as the Guide for the Development of the Tourism Development Plan of a Territory of the Inter-American Institute of Cooperation for Agriculture, achieving thus a great diagnosis of the sector composed of three phases from the identification, classification and assessment of information, through an analysis of the sector context and diagnosis, and then finish with the formulation of strategies for an upcoming development plan.en-US
dc.descriptionEste articulo tiene como objetivo principal generar los lineamientos para una futura organización del plan estratégico de turismo del Departamento de Santander 2019, dado que desde el 2012 con el Plan de Desarrollo Turístico de Santander que presentó el Fondo de Promoción Turística FONTUR y que formuló la Unión Temporal Turismo CUNDISAN, integrada por la consultora TOURISM CONSULTING y la Fundación Universitaria CAFAM, no ha existido un nuevo ejercicio de planificación acorde a las nuevas dinámicas sectoriales. El modelo que asume esta herramienta de planificación es el del aprovechamiento eficiente de las infraestructuras y equipamientos con las que cuenta el departamento, el de la diferenciación e innovación de productos turísticos, el de mejoramiento de la gobernanza y la asociatividad del sector y el de la inteligencia de mercados, como principales estrategias para ubicar a Santander en el mapa turístico de Latinoamérica y a largo plazo, en el mapa del mundo. Para ellos utilizamos el Esquema para la Planificación Turística para la Competitividad propuesto por el Ministerio de Comercio, Industria y Turismo de Colombia, así como la Guía para la Elaboración del Plan de Desarrollo Turístico de un Territorio del Instituto Interamericano de Cooperación para la agricultura, logrando así un gran diagnóstico del sector compuesto desde tres fases desde la identificación, clasificación y valoración de la información, pasando por un análisis del contexto y diagnostico sectorial, para luego terminar con la formulación de estrategias para un próximo plan de desarrollo.es-ES
