| dc.description | Antiestablishment Latin American neo-populist movements represent a form of negative alterity for a certain conception of the world, which was born out of the representative democratic system and specific kind of the market economy: the neoliberal. These movements reintroduced the issue of conflict and its consequent perennial nature of antagonism in the political; and with this the feeling and designation of threat. In the Latin America of global disorder, this is neither an allegory nor a discursive resource. The strategic dimension of populism not only reveals itself in the multiplicity of socio-political conflicts to which it has been linked, and for which it has been made responsible; or in its logic of the political structured around the need to define an adversary by opposing “the people” with their “enemies”. It also expresses itself, without euphemisms, when the United States regards “radical populisms” as new threats. Considered in military terms, at the beginning of the 21st century, the antiestablishment neo-populism is part of apolitical theory of war. However, if its definition as a “military” concern by the United States circumscribes to a specific time ―that of the Chavist’s project and its revolutionary messianism―, populism as a threat is part of a long Latin American temporality that has been shaped by the always threatening alterity of a plebeian universe. | en-US |
| dc.description | Alteridad negativa de una concepción del mundo gestada a partir de la democracia representativa y de una determinada forma de la economía de mercado ―la neoliberal―, los neopopulismos contestatarios latinoamericanos reintrodujeron el tema del conflicto y la consecuente perennidad del antagonismo en lo político y, con ello, el sentimiento y la designación de la amenaza. En la América Latina del desorden global, no se trata solamente de una alegoría o de un recurso discursivo. La dimensión estratégica del populismo se revela no solo en la multiplicidad de conflictos socio-políticos con los que se lo vincula y de los cuales se lo responsabiliza o en su lógica de lo político constitutiva estructurada en la necesidad de definición de un adversario mediante la contraposición del “pueblo” a sus “enemigos”. Se expresa también, sin eufemismos, en la consideración, por parte de Estados Unidos, de los “populismos radicales” como nuevas amenazas. Pensados militarmente, los neopopulismos contestatarios forman parte, a principios del siglo XXI, de una teoría política de la guerra. Ahora bien, si su definición como preocupación “militar” por Estados Unidos se inscribe en un tiempo específico ―el del proyecto chavista y su mesianismo revolucionario―, el populismo como amenaza forma parte de una temporalidad larga latinoamericana formateada por la alteridad siempre amenazante de un universo plebeyo. | es-ES |
