| dc.description | The events of October 2019 mark a critical moment in the history of Chile. High school students invite people to evade payment of the Santiago Metro as a form of struggle. This fact marks the beginning of a social and political crisis that is strongly felt nationwide. The period is quickly referred to as a ‘Social Outbreak’ and, although several data known by the State administration and apparent in the Public Agenda anticipated the crisis, they were not taken into account. But how did we arrive at this situation? The factors at the base of the outbreak show that the crisis is deep, it has existed for decades and it is very complex to deal with. All the same, the events that occurred are challenging public policy to incorporate non-traditional categories of analysis that allow decision-makers to understand the variety of elements that affect the public sphere. In this sense, the seriousness of the situation requires an intelligent exercise in power administration that releases conflicting tensions and generates spaces for well-being and social security, which are perceived by citizens as such. | en-US |
| dc.description | Los hechos de octubre de 2019, marcan un momento crítico en la historia de Chile. Los estudiantes secundarios invitan a evadir el pago del Metro de Santiago, como una forma de lucha. Ese hecho marca el inicio de una crisis social y política que se hace sentir con fuerza a nivel nacional. Rápidamente, el periodo es denominado como ‘Estallido Social’ y, si bien, diversos datos anticipaban la crisis, desde la administración del Estado y la Agenda Pública, estos no fueron valorados. Pero ¿cómo llegamos a esta situación? Los factores a la base del Estallido dan cuenta de que la crisis es profunda, arraigada hace décadas y muy compleja de abordar. No obstante, los hechos ocurridos desafían a la política pública a incorporar categorías de análisis no tradicionales que permitan a quienes toman las decisiones, comprender la variedad de elementos que afectan lo público. En este sentido, la gravedad de la situación requiere de un ejercicio inteligente de administración del poder que libere las tensiones en contradicción y genere espacios de bienestar y seguridad social, que sean percibido como tales por la ciudadanía. | es-ES |
