dc.descriptionThe Montecristi Constitution of 2008 marked a milestone in the reconfiguration of the social, economic and political dynamics of Ecuador. The new Constitution opened the way to the recognition of rights and practices that were made invisible within Ecuadorian regulations, the case of the popular and solidarity economy is one of the clearest examples. Since the validity of said Constitution to date, several normative bodies have been promulgated that have sought to regulate, control and promote the popular and solidary sector, having as a final objetive the consolidation of a social and solidary economy system in Ecuador. The document is based on a qualitative methodology, which involved the work of filing, reviewing, and analyzing documents and bibliographic sources, which was complemented with the gathering of primary information through semi-structured interviews with key informants, such as assembly members and social actors of Social and Solidarity Economy organizations. As the main conclusion, it was found that the dynamics of control institutionally deployed over the EPS sector were greater than those of promotion and strengthening, and although there was a quantitative growth of the organizations, the constitution and qualitative advance of the sector was affected, by not promoting the solidarity values that characterize it.en-US
dc.descriptionLa Constitución de Montecristi del 2008 marcó un hito en la reconfiguración de las dinámicas sociales, económicas y políticas del Ecuador. La nueva carta magna abrió paso al reconocimiento de derechos y prácticas que fueron invisibilizadas dentro de la normativa ecuatoriana, el caso de la economía popular y solidaria es uno de los más claros ejemplos. Desde la vigencia de dicha Constitución hasta la fecha se han promulgado varios cuerpos normativos que han buscado regular, controlar y fomentar el sector popular y solidario, teniendo como horizonte final la consolidación de un sistema económico social y solidario en el Ecuador. El documento se sustenta en una metodología cualitativa, que involucró el trabajo de archivo, revisión y análisis de documentos y fuentes bibliográficas que fue complementado con el levantamiento de información primaria mediante entrevistas semiestructuradas a informantes clave, como asambleístas y actores de las organizaciones de la ESS. Como principal conclusión se encontró que las dinámicas de control desplegadas institucionalmente sobre el sector de la EPS fueron mayores que las de promoción y fortalecimiento, y aunque hubo un crecimiento cuantitativo de las organizaciones, se afectó la constitución y avance cualitativo del sector, al no promover los valores solidarios que le caracterizan.es-ES
