dc.descriptionThis article analyzes the tourism’s problems in Pátzcuaro, Mexico, its social context and, its relation with government steering, in order to identify cooperation schemes between governmental and non-governmental actors. Methodology was based on wicked problems and governance theories, and included semi-structured interviews with key actors. Findings reveal five failures related to government structures. Therefore, it is concluded that government problems are closely associated to the historical-social dynamics of Pátzcuaro that, on the one hand, have shaped the modes of action of local government and, on the other hand, have delimited the capacities of the excluded actors.en-US
dc.descriptionEste artículo analiza los problemas del turismo en Pátzcuaro, México, su contexto social y vínculo con la conducción pública, a fin de identificar esquemas de cooperación entre los actores gubernamentales y no gubernamentales. La metodología se basó en los postulados teóricos de los problemas retorcidos y la gobernanza e incluyó entrevistas semiestructuradas con actores clave. Los resultados evidenciaron cinco fallas en las estructuras gubernamentales. Se concluye que, dichos problemas están vinculados con las dinámicas histórico-sociales del municipio que, por un lado, han moldeado la actuación del gobierno local y por otro, han delimitado las capacidades de los actores excluidos para intervenir.es-ES
