dc.descriptionThe Water User Associations (OUA) are private and autonomous non-profit entities in charge distributing the water of their associates. Among these are the “Juntas de Vigilancia”, “Asociaciones de Canalistas“ y “Comunidades de aguas”.  Within the framework of the water management processes carried out by these organizations, there are some weaknesses that affect the results of such management. As the only provider of water management and distribution services for their members, they can´t certificate the compliance with management and transparency standards. The certification of water management practices contribute to addressing the problems described above. For this reason, a system for certifying good water management practices was developed for AUOs and two of them were certified. The first step was to identify practices that contribute to water security from the point of view of quantity, quality and sustainability, based on data collection in OAU. Also it was made a review of documents in another institutions. Then, the certification system was designed based on information from the literature and workshops. Finally, certification was applied to two OUAs in the Elqui River basin. Seventeen good water management practices were identified, grouped into five dimensions of the activities of the AUOs, which made it possible to structure a certification system with regulations and support instruments. The two AUOs that underwent certification achieved accreditation of their performance, at different levels, but in accordance with the standard.    en-US
dc.descriptionLas Organizaciones de Usuarios de Aguas (OUA) son entidades privadas y autónomas sin fines de lucro, encargados de captar, conducir y distribuir las aguas de sus asociados. Entre estas se tiene Juntas de Vigilancia, Asociaciones de Canalistas y Comunidades de Aguas. En el marco de los procesos de gestión hídrica que realizan estas organizaciones, se observan algunas debilidades que inciden en los resultados de dicha gestión. Como único proveedor del servicio de administración y distribución de las aguas de sus asociados, no cuentan con contraparte que acredite cumplimiento de estándares de gestión y transparencia. La certificación de prácticas de gestión hídrica es una herramienta que puede contribuir en el abordaje de la problemática descrita. Por ello, se desarrolló un sistema de certificación de buenas prácticas de gestión hídrica para OUA y se realizó la certificación en dos de ellas. Lo primero fue identificar prácticas que contribuyeran a la seguridad hídrica desde el punto de vista de la cantidad, calidad y sustentabilidad, a partir del levantamiento de datos en OUA y revisión de literatura. Luego, se diseñó el sistema de certificación sobre la base de información de la literatura y talleres de trabajo. Finalmente, se aplicó la certificación a dos OUA de la cuenca del Rio Elqui. Se identificaron 17 buenas prácticas de gestión hídrica agrupadas en cinco dimensiones del accionar de las OUA, que permitieron estructurar un sistema de certificación que cuenta con normativa e instrumentos de apoyo. Las dos OUA que se sometieron a la certificación lograron acreditar su desempeño, en niveles distintos entre ellas, pero acorde al estándar.es-ES
