From the Revolution of Joy to the Agreement with the IMF. Neo-liberalism, Extern Debt and Dependency during the Government of Macri

| dc.description | This work analyzes the discursive and argumentative strategies of Mauricio Macri to legitimize the subordination agreement to the IMF in 2018. Macri tried to justify the financial agreement through the metaphor of the journey of a gradualist path towards a better future for all Argentines and as the only possible alternative. In this framework, the preventive agreement with the Fund constituted a realistic and necessary decision, which responded to unforeseen changes in the international context and lacked alternatives. As it was the correct path and the only possible one to balance public accounts, promote growth and development, going off that path meant going backwards and generate a strong economic crisis that would harm the entire society. From this narrative of the evolutionary path, Macri staged an optimistic story and sought to disqualify any alternative to the policies of external debt, fierce cut in public and social investment and recessive fiscal adjustment. At the same time, he whip up as blackmail the danger of falling into an even greater crisis if it applied alternative measures to neoliberal ones. From the enunciative level, Macri related the pact with a commitment to tell the Truth, inscribed within an ethos of sincerity. This positioned him as a President who supposedly acted in a responsible, sensible and realistic manner. In this way, the President intended to justify the deepening of debt and neoliberal adjustment policies against workers and retirees, which meant recession, a sharp drop in the purchasing power of salaries and assets, an increase of poverty and unemployment, loss of national sovereignty and autonomy and growing of social exclusion. | en-US |
| dc.description | Este trabajo analiza las estrategias discursivas y argumentativas de Mauricio Macri para justificar el acuerdo de subordinación al FMI del año 2018. Encontramos que Macri intentó justificar el acuerdo financiero a través de la metáfora del recorrido de un camino gradualista desde un presente de desequilibrio fiscal y estancamiento, hacia un futuro mejor para todos los argentinos y como la única alternativa posible. En ese marco, el acuerdo preventivo con el Fondo constituía una decisión realista y necesaria, que respondía a cambios imprevistos en el contexto internacional y carecía de alternativas. Como era el camino correcto y el único posible para equilibrar las cuentas públicas, promover el crecimiento y desarrollo, salirse de ese sendero significaba retroceder e ir hacia una crisis económica más grave que dañaría a toda la sociedad. A partir de esta narrativa del camino evolutivo, Macri escenificaba un relato optimista y pretendía descalificar toda alternativa a las políticas de endeudamiento externo, feroz recorte de la inversión pública y social y ajuste fiscal recesivo. Al mismo tiempo, azuzaba como chantaje con el peligro de caer en una crisis aún mayor, si se osaba aplicar medidas alternativas a las neoliberales. Desde el nivel enunciativo, Macri relacionó el pacto con el Fondo con un compromiso de decir la Verdad, inscrito en un ethos de la sinceridad. Esto lo situaba como un presidente que supuestamente actuaba de modo responsable, sensato y realista. De esta forma, el presidente pretendía justificar la profundización de políticas de endeudamiento y ajuste neoliberal contra los trabajadores y jubilados que significaban recesión, fuerte caída en el poder adquisitivo de salarios y haberes, aumento de la pobreza y el desempleo, pérdida de soberanía y autonomía nacional y creciente exclusión social. | es-ES |
