The Convention on the Rights of Persons with Disabilities represents a shift of the paradigm in the way people in this situation are conceived. In line with international treaties, the legislation in Mexico has evolved to guarantee the incorporation of human rights at all educational levels. The objective of this paper is to analyze inclusion in education from the normative approaches and to identify the location of the Deaf population. From a qualitative perspective, the methodology consisted of a documentary review of the social historical context and the normative framework in Mexico, and a case study integrated with the testimonies from functionaries in charge of assisting the population with disabilities in Veracruz. The findings reveal a marked contrast between the norm and its application, as well as the obstacles in the appropriation of an inclusive approach, and to locate the Deaf in the territory. Finally, actions to develop capabilities to assist the Deaf from the government sector are envisioned.La Convención Internacional sobre los Derechos de las Personas con Discapacidad (PCD) representa un cambio de paradigma en la forma de concebir a las personas en dicha situación. En línea con los tratados internacionales, la legislación en México ha avanzado para garantizar la incorporación de los derechos humanos en el ámbito educativo. El objetivo de este trabajo es analizar la inclusión educativa del Sordo desde el marco normativo sobre los derechos y su operatividad en las instituciones de gobierno, y conocer la localización geográfica de la población sorda en Veracruz, así como su condición de inclusión educativa. Desde un enfoque cualitativo, la metodología consistió en una revisión documental desde el contexto histórico social y la normativa actual en México, y un estudio de caso integrado con la recolección de testimonios del funcionariado público que atiende población con discapacidad en el Estado de Veracruz. Los hallazgos muestran un marcado contraste entre la norma y su aplicabilidad, así como los obstáculos en la apropiación del enfoque de inclusión. Finalmente, se plantean acciones tendientes a construir capacidades institucionales para la atención a la población sorda.
