Recruitment of agents for the center of government in right-wing governments in Argentina, Uruguay, Chile and Peru: a comparative analysis

dc.descriptionThis work analyzes the recruitment patterns of agents for the center of government (CoG) in right-wing governments in: Argentina, Uruguay, Chile, and Peru. We study the way in which the CoG is organized in each country and we seek to identify whether there are any changes in the nomination patterns of this type of agents based on the ideology of the government studied. The cases studied have similarities and differences, highlighting the different levels of institutionalization of the party system and the different levels of electoral strength of their right-wing parties. With information from 150 appointments in the four countries, we developed a descriptive analysis of the main characteristics of these agents. We find that the institutionalization of the party system plays a relevant role in the presence of independents and technocrats in the CoG, although it is difficult to draw conclusions from the ideological dimension of the governments.en-US
dc.descriptionEste trabajo analiza los patrones de reclutamiento de agentes para el Centro de Gobierno (CdG) en gobiernos de derecha en: Argentina, Uruguay, Chile, y Perú. Estudiamos la forma en que se organiza el CdG en cada país y buscamos identificar si existen cambios en los patrones de nominación de ese tipo de agentes a partir de la ideología del gobierno estudiado. Los casos estudiados cuentan con similitudes y diferencias, destacando los distintos niveles de institucionalización del sistema de partidos y los distintos niveles de fuerza electoral de sus partidos de derecha. Con información de 150 nombramientos en los cuatro países desarrollamos un análisis descriptivo de las principales características de dichos agentes. Encontramos que la institucionalización del sistema de partidos tiene un rol relevante en la presencia de independientes y tecnócratas en el CdG, aunque es difícil sacar conclusiones a partir de la dimensión ideológica de los gobiernos.es-ES
