Given the accumulation of problems of coexistence, insecurity and violence detected in the so-called “vulnerable” and “critical” neighborhoods of the city of Santiago, certain specialized literature has come to the conclusion that it is the absence of the State that would explain the situations. more complex that affect the social integration and quality of life of the inhabitants. In this context, this article problematizes this thesis, generating an analysis of the urban regeneration strategies that have been developed since the 2000s in our country, examining the experience of professionals who have been linked daily with the popular sectors. In particular, the article allows us to visualize three elements that the thesis of the absence of the State has not sufficiently addressed: a) the deep institutional distrust that the inhabitants express regarding intervention initiatives; b) the trust production strategies that intervention initiatives must develop; c) institutional abandonment that would operate as an effect of a tense but historical relationship between the State and the popular sectors. The article concludes that the perspective of “institutional abandonment” allows for a more complex understanding of the phenomenon, making it possible to historicize the difficulties experienced, while offering the possibility of asking ourselves about the type of society that guides the State’s initiatives.Ante el cúmulo de problemas de convivencia, inseguridad y violencia detectados en los denominados barrios “vulnerables” y “críticos” de la ciudad de Santiago, cierta literatura especializada ha llegado a la conclusión de que es la ausencia de Estado lo que permitiría explicar las situaciones más complejas que afectan la integración social y la calidad de vida de los habitantes. En este contexto, el presente artículo problematiza dicha tesis, generando un análisis sobre las estrategias de regeneración urbana que se han desarrollado desde los años 2000 en nuestro país, examinando la experiencia de profesionales que se han vinculado cotidianamente con los sectores populares. En particular, el artículo permite visualizar tres elementos que la tesis de la ausencia de Estado no ha atendido suficientemente: a) la profunda desconfianza institucional que manifiestan los habitantes respecto de las iniciativas de intervención; b) las estrategias de producción de confianza que las iniciativas de intervención deben desarrollar; c) el abandono institucional que operaría como efecto de una tensa pero histórica relación entre el Estado y los sectores populares. El artículo concluye que la perspectiva del “abandono institucional” permite una comprensión más compleja del fenómeno, habilitando historizar las dificultades experimentadas, al mismo tiempo que ofrece la posibilidad de preguntarnos por el tipo de sociedad que guían las iniciativas del Estado.
