The aim of this article is to understand ethics committees as a form of applied ethics in order to morally justify them through the approach of discourse ethics and critical hermeneutics, and their development as a transnational civic ethics. To achieve this, the notions of ethics and morality in pluralistic societies will be analyzed, as well as the distinction between maximalist ethics and minimalist ethics. Subsequently, ethics committees will be understood as applied ethics and their presence in Chilean regulations regarding their composition and functions. The proposed moral foundation for ethics committees is discourse ethics and critical hermeneutics. This approach gradually develops a transnational civic ethics, as it transcends national borders, where ethics committees focus not only on local considerations but also on establishing connections between different nations.El objetivo de este artículo es comprender los comités de éticas como una forma de ética aplicada para fundamentarlos moralmente a través del enfoque de la ética del discurso y la hermenéutica crítica y su gestación como una ética cívica transnacional. Para esto, se analizará las nociones de ética y moral en las sociedades pluralistas y la distinción de éticas de máximos y éticas de mínimos, para luego entender los comités de ética como éticas aplicadas y su presencia en la regulación chilena sobre su composición y funciones. La fundamentación moral de los comités de ética que se propone es la ética del discurso y la hermenéutica crítica. Este enfoque gradualmente desarrolla una ética cívica transnacional, ya que trasciende las fronteras nacionales donde los comités de ética no se centran solo en consideraciones locales, sino que también ir articulando lazos entre las distintas naciones.
