The objective of this research is to contribute, on the one hand, to the monitoring of how public institutions have followed the path of digital transformation and, on the other hand, to identify challenges they have had to face in the framework of the digital transformation law. For this, the strategy of a case study was adopted, specifically, that of the Housing and Urbanization Service of the Biobío Region, and the experience of the innovation and digital transformation team of the institution is collected, who led the digital transformation process in the organization and that, despite the favorable context, especially taking into account the digital and remote work measures that had to be arranged to give continuity to the services in the framework of the global pandemic of Covid-19, has had to deal with internal factors that have slowed down the process: leadership role and an organizational culture typical of a highly hierarchical organization.El objetivo de la presente investigación es contribuir, por un lado, al seguimiento de cómo las instituciones públicas han recorrido el camino de la transformación digital y, por el otro, identificar desafíos que han debido enfrentar en el marco de la ley de transformación digital. Para ello, se adoptó la estrategia de un caso de estudio, específicamente, el del Servicio de Vivienda y Urbanización de la Región del Biobío, y se recoge la experiencia del equipo de innovación y transformación digital de la institución, quienes lideraron el proceso de transformación digital en la organización y que, pese al contexto favorable, especialmente teniendo en cuenta las medidas digitales y de trabajo remoto que se tuvieron que disponer para dar continuidad a los servicios en el marco de la pandemia global de Covid-19, ha tenido que lidiar con factores internos que han ralentizado el proceso: rol de los líderes y una cultura organizacional propia de un organismo altamente jerarquizado.
