dc.descriptionThe legal literature seems to have not examined thoroughly the relationship between the United States’ geopolitical agenda and human rights protection mechanisms in the Americas. Indeed, there appears to be a disconnection between the literature on the Inter-American Human Rights System (IAHS) and a broader range of reflections on the role of the Organisation of American States (OAS) in the region and globally. Building on this reflection, this article provides a concise overview of the institutional origins of the OAS and the Inter-American Human Rights System within the context of what Henry Luce termed the ‘American Century’ and the Monroe Doctrine, following on from the work pioneered by Cecilia Medina Quiroga. This sphere constitutes a specific arena that offers insights, but also limitations, for the struggle for human rights, particularly in increasingly unpredictable geopolitical conditions. Building on this analysis, the paper examines this tension and concludes with reflections on the importance of understanding the geopolitical context of international institutions in these changing times.en-US
dc.descriptionHa habido poco interés en la literatura jurídica por estudiar de manera más cuidadosa la relación entre la agenda geopolítica de los Estados Unidos y los mecanismos de protección de los derechos humanos en las Américas. Incluso, pareciera haber un cierto grado de desconexión entre la literatura especializada en el Sistema Interamericano de Derechos Humanos (SIDH) y una serie de reflexiones más amplias sobre el rol de la Organización de los Estados Americanos (OEA) en la región y en el mundo. A partir de esta reflexión, este artículo reconstruye sintéticamente los orígenes institucionales de la OEA y el SIDH en el contexto del, así llamado por Henry Luce, «siglo estadounidense» y de la Doctrina Monroe, siguiendo el trabajo iniciado por Cecilia Medina Quiroga. Este ámbito constituye una arena particular que ofrece recursos, pero también limitaciones, para la lucha por los derechos humanos, en especial en condiciones geopolíticas cada vez más impredecibles. A partir de este análisis, el trabajo examina esa tensión para concluir con reflexiones sobre la importancia de entender el contexto geopolítico de las instituciones internacionales en estos tiempos cambiantes.es-ES
