| dc.description | ResumenEl objetivo de este trabajo documental fue revisar la política presupuestaria del Estado venezolano. Hasta 1959 el presupuesto sólo fue herramienta de control de gasto público. De 1959 al 1976 se presenta un híbrido, dando pasos al proceso de planificación. En 1976 se oficializa el Presupuesto por Programa, Proyectos y Realizaciones (PPP) en el país, pero no se ejecuta realmente: al llegar al Congreso Nacional para su aprobación (ahora Asamblea) el análisis era hecho con un criterio tradicional (por partidas), aprobando los fondos por su concepto y no por su destino. La planificación perdió credibilidad e imperó el modelo tradicional. En 2005 se cambia abruptamente, sin formación a los usuarios, a una técnica reactiva, de corto plazo, más política que financiera. | es-ES |
| dc.description | The objective of this documental paper was to review the budgetary policy of the Venezuelan State. Until 1959 the budget was only a spending public control tool. From 1959 to 1976 it shows a hybrid, taking steps into the planning process. In 1976 became official the Programme Budget (PPP) in the country, but does not run properly: on arriving at the National Congress for approval (now National Assembly), the analysis was done with a traditional approach, they approved funds for concepts, not for destinations. Planning lost credibility and the traditional model prevailed. In 2005, the technique changes abruptly, without training to a reactive, short-term technique, more political than financial. | en-US |
