dc.descriptionIn Colombia, in 2001 and 2007 constitutional reforms were advanced to the so-called General System of Participations (GSP). Within terms modifies the political charter, the municipalities were assigned the responsibility of guaranteeing the provision of services such as education, health, recreation and sport, and especially in 2007, basic sanitation and drinking water. This document presents a review of the reforms and their impact on the resources allocated, as well as on the results obtained in the provision of basic sanitation and drinking water, in order to assess whether the reforms allowed an improvement in the living conditions of the population. The analysis made allows to conclude that, despite the reform, the allocation of resources to ensure access to aqueduct and sewerage did not change, on the contrary kept the trend, which translates into more competencies for municipalities, but without resources, which is reflected in the behavior of basic sanitation coverage and drinking water. The scarce growth evidenced is a sample that constitutional and legal reforms are not sufficient if they do not go from the resources for the municipalities to adequately fulfill their functions, as well as the measures that allow management schemes that increase the efficiency and effectiveness in the execution of the same.en-US
dc.descriptionEn Colombia, en el 2001 y 2007 se adelantaron reformas constitucionales al denominado Sistema General de Participaciones (SGP). Dentro de dichas modificaciones a la carta política, se les asignó a los municipios la responsabilidad de garantizar la prestación de servicios como la educación, salud, recreación y deporte, y especialmente en el 2007, el saneamiento básico y el agua potable. Este documento presenta una revisión a dichas reformas y su repercusión en los recursos asignados, así como en los resultados obtenidos en la provisión de saneamiento básico y agua potable, con el fin de evaluar si las reformas permitieron una mejora en las condiciones de vida de la población. Así, el análisis realizado permite concluir que, a pesar de la reforma, la asignación de recursos para garantizar el acceso a acueducto y alcantarillado no cambió, por el contrario mantuvo su tendencia, lo que se tradujo en más competencias para los municipios, pero sin recursos, lo cual se refleja en el comportamiento de la cobertura del saneamiento básico y el agua potable. El escaso crecimiento evidenciado es una muestra que las reformas constitucionales y legales no son suficientes si no van acompañas de los recursos para que los municipios cumplan adecuadamente sus funciones, así como medidas que permitan esquemas de gestión que aumenten la eficiencia y eficacia en la ejecución de los mismos.es-ES
